OF THE FREE LABOURERS AND THEIR RECRUITMENT

AS EMIGRANTS; - dysk

Art. 1: Throughout this ordinance the "word" "emigrants" means such persons as spontaneously leave their native coun tries or residences in order to perform field or factory labour in Surinam on behalf of third parties, during, fixed number of years, according to an indenture made, to that effect.

Art. 2. Emigrants may be embarked 'at such places or ports, which are not prohibited by Government and where a Dutch Consulate is established. deat

Art. 3. Every ouer is entitled, to engage Emigrants, either on that of third parties, provided he on his own account or be furnished with an set of Notoriety and Admission, to be delivered by the Dutch Government or by the Governor of

Surinama kl.

The recruitment takes place under the immediate control of the Dutch Consul at the place of the operation

Art. 4. Alt local ordinances, legally existing or to be enacted, on the recruitment of emigrants, are binding and shall be followed up by the persons indicated in art. 8.

Art. 5.

Wherever in the present ordinance allusion is made to the intervention of the competent authority, it is to be understood to be the Dutch consuls of whatever rank they may be, or, where there are noue, the magistrates or other local authorities,

CHAPTER II.

OF THE INDENTURES.

Art. 6.

The indentures made with emigrants by the per- sons mentioned in art. 3 are either passed in the presence of the competent authority or legalized by the same.

The consuls respectively record all acts passed in their presence or legalized by then.

Art. 7. The Indentures are to be made according to the form annered to present Ordinance and must contain:

the duration of the agreement expressed in writing, mentioning besides that each year of the indenture is rated at 300 worke ing days;

the name and capacity of the hiring party, mentioning - at the same time whether the contract is made on aerount of third
